The Senate Committee on ICT and Cyber Security held a public hearing on Thursday on a bill seeking to amend the Nigeria Data Protection Act, 2023 (SB. 648). Sponsored by Senator Ned Munir Nwoko (Delta North), the legislation aims to compel foreign social media platforms and global data processors to establish functional physical offices within Nigeria.  

?Delivering his address, Senator Nwoko emphasized that despite Nigeria being Africa’s largest digital market, major tech corporations generate substantial local revenue without maintaining an operational presence. 

Drawing comparisons to countries like Ireland, the United Kingdom, and Singapore where tech giants operate major hubs Nwoko argued that establishing local offices is essential for Nigeria’s digital sovereignty, economic growth, and local job creation.  

?Beyond economic benefits and fair tax administration, the lawmaker noted that physical representation is vital for national security and law enforcement. 

He cited instances of criminals using digital platforms like TikTok Live during kidnappings and armed robberies, stressing that local branches would provide authorities with direct channels to address cybercrime, protect citizens' personal data, and ensure regulatory compliance.
