Tinubu Orders Comprehensive Audit of Federal Agencies and IPPIS to Root Out Ghost Workers and Fraud


?President Bola Ahmed Tinubu has directed the Minister of Finance and Co-ordinating Minister of the Economy, Mr. Taiwo Oyedele, to coordinate a comprehensive forensic audit of Federal Government systems and agencies.


The decision stems from resolutions reached during the Federal Executive Council meeting on August 19, 2026, following revelations by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) concerning "fake agencies," ghost workers, and widespread internal control failures.  



?The exercise aims to uncover systemic vulnerabilities, establish how they have been exploited, and secure public resources. It comprises two main components:


?Systemic & Financial Audit: A deep-dive examination into the Integrated Personnel and Payroll Information System (IPPIS), alongside pension, payroll, and financial management platforms.


Auditors will reconcile ICPC fraud figures, track down how ineligible individuals were enrolled, and evaluate identity, biometric, and bank-account controls.


The audit will also check cross-platform operations between IPPIS, GIFMIS, Remita, and the Treasury Single Account (TSA) to pinpoint whether breaches stemmed from system flaws, process breakdowns, or deliberate circumvention.

?Institutional & Agency Review: A comprehensive inventory and verification of all federal agencies, departments, commissions, parastatals, and councils.


This component will audit each entity’s legal backing and scrutinize how organizations obtain official recognition, budget allocations, office spaces, and system permissions. Furthermore, it will assess governance, procurement, and internal audit controls across the board.

?President Tinubu emphasized that the audit must meet the highest standards of independence, professionalism, and forensic integrity.


The audit team will hold full access to government records and work alongside the ICPC to complement ongoing prosecutions and asset recoveries.


Ultimately, the administration seeks to close structural loopholes, strengthen data verification, and ensure that public funds are accessible strictly to verified personnel and legitimately established government bodies.
