?Borno State Governor, Professor Babagana Umara Zulum, has advocated for a strategic shift from emergency humanitarian relief to long-term recovery efforts, emphasizing increased investment in housing, infrastructure, and livelihoods for conflict-displaced communities in Northeast Nigeria.
Speaking on Wednesday at the 25th anniversary celebration of the International Organization for Migration (IOM) in Nigeria held at the Abuja Continental Hotel, Governor Zulum commended the agency for its quarter-century of life-saving humanitarian assistance.

He underscored that while emergency aid was crucial when insurgency uprooted thousands of families from their farmlands and homes, long-term stability requires building permanent shelters, restoring degraded environments, and creating viable socio-economic opportunities to help internally displaced persons achieve self-reliance and live with dignity.
Reaffirming the Borno State Government's readiness to collaborate with the IOM and international partners, the Governor highlighted the necessity of regional cooperation among Nigeria, Cameroon, Chad, and Niger, while joining diplomats and government officials to unveil the IOM’s roadmap for the next 25 years.
