?The initiative directly implements policy objectives from the 2024 Forum on China-Africa Cooperation (FOCAC), converting bilateral agreements into practical media and technology exchanges during its designated "Year of People-to-People Exchanges."

?The signing ceremony was attended by prominent officials, including Chinese Ambassador Yu Dunhai, Permanent Secretary of the Federal Ministry of Arts, Culture, Tourism, and Creative Economy Abdulkarim Ozi Ibrahim, Deputy General Manager of China Intercontinental Press Guan Hong, National Broadcasting Commission Director-General Charles Ebuebu, Federal Radio Corporation of Nigeria Director-General Mohammed Bulama, Association of Nigerian Authors (FCT) Chairman Chukwudi Eze, and Nigeria Union of Journalists (FCT Chapter) Chairman Grace Ike.
